Access to driver’s licenses for immigrants without status will begin on May 1st, 2021 for those who have an ITIN or are willing to get a letter of ineligibility for an SSN from the Social Security Administration (SSA).
To obtain a New Jersey driver’s license, permit, non-driver ID card or boat license, you must prove your identity by passing the 6 Points of ID Verification. You must show:
- At least one Primary Document
- At least one Secondary Document
- A verifiable Social Security Number (SSN), or Individual Tax Identification Number (ITIN), or a letter of ineligibility for an SSN from the Social Security Administration (SSA)
- *Please note that the Motor Vehicle Commission (MVC) has introduced amendments that will remove the SSA letter option and replace it with an affidavit for individuals to attest to their ineligibility for an SSN, but this amendment has not yet been adopted.
- If you are ineligible for a Social Security Number or do NOT have an ITIN, then a signed affidavit provided by MVC
- Proof of address
All primary and secondary documents presented must be valid and current, or expired for no more than three years.
Any document provided that is not written in English, must be accompanied by a certified translation.

The MVC also provides an alternative proof of address exception for victims of domestic violence provided through the New Jersey Address Confidentiality Program; and a proof of address accommodation that is provided to persons who are homeless, which will now be accepted for a license as well as a non-driver ID. |
